Why it doesn’t upload
Sideways pages are usually scans — IDs, receipts, signed forms. Turning them the right way up shouldn’t involve sending them anywhere, and here it doesn’t.

What happens to your file
Rotating sets each page’s /Rotate entry, the instruction every viewer follows to turn a page as it is displayed. The page content is untouched, so it is lossless and instant, and rotating again simply changes the number.
