Step by step
- Photograph the pages properly Flat paper, even light, no shadow across the text, whole sheet in frame. Most rejected submissions are angle and shadow problems, not file problems.
- Add every photo at once JPG, PNG, HEIC from an iPhone, WebP and TIFF all work, with no conversion first.
- Fix the order The list order is the page order. Photos are usually in capture order — check it if you retook a page.
- Choose page size and keep compression on A4 or Letter for something official; "match each image" for photos. Compression turns 12-megapixel photos into 2,000 px pages, cutting the file by 80–90%.
- Check the result before sending Every page upright, in order, and legible at 100%. That is what the other side will see.
Questions
Will the pages come out sideways?
No. Phones record orientation as a flag, and it is applied when the page is built — a portrait photo becomes a portrait page.
Is a photo good enough for an official form?
Usually, if it is flat, sharp and complete. Where a portal insists on a scan, use a scanner or a scanning app.
Can I add more pages later?
Make a second PDF and merge the two, or redo the conversion with all the photos.
