What actually makes a PDF big?
Almost always, pictures. A phone scan stores each page as a 12-megapixel photo, far more detail than a printed page needs. Text and vector drawings are tiny by comparison — a 200-page novel with no images is often under 1 MB.
So compression here means recompressing and downscaling the images inside the PDF to a sensible resolution. Only if that still misses your limit does the tool offer to flatten pages into images, and it tells you when it does.

How small can a PDF get?
Scanned pages usually reach 50–100 KB per page with no visible loss. Text-only PDFs are already small, and there is little to remove without flattening.
